Deputy Director Transit & Rail

Department: NYPC-NYC
Location: New York, NY

VHB is seeking a Deputy Director of Transit & Rail to support our growing New York City Transit & Rail practice.

VHBs passionate professionals include engineers, scientists, planners, and designers who partner with public and private clients in the transportation, real estate, institutional, and energy industries, as well as federal, state, and local governments.

Together, we work to improve mobility, enhance communities and economic vitality, and balance development and infrastructure needs with environmental stewardship.

The Deputy Director of Transit & Rail will manage large, complex, transit and rail projects focusing on all phases of the project development process. This includes alternatives development and analysis, feasibility and site selection analyses, environmental process compliance (especially NEPA), rail and bus operations analyses, demand estimation/market analysis and conceptual and preliminary engineering. Typical projects involve commuter rail, light rail transit, bus rapid transit, intercity passenger rail, and freight rail services.

Responsibilities

  • Manage multiple concurrent projects of various topics and complexity
  • Develop, manage and maintain project schedules and budgets
  • Lead development of project deliverables and provide quality control
  • Manage financial progress through timely submittal of invoices and progress reports and initiation of change orders for out of scope services
  • Prepare and deliver technical reports, analyses, and presentations
  • Prepare and maintain resource plans
  • Manage a multidisciplinary team of engineers, planners, and scientists
  • Take an active role in business development and identify planning prospects
  • Represent VHB at regional conferences, seminars, and industry events
  • Manage and prepare technical and cost proposals
  • Coordinate on teaming decisions with the Regional Director of Transit & Rail and other Regional Directors
  • Take an active role in the development and mentoring of the Transit & Rail group staff

Skills and Abilities

  • Excellent technical written and verbal communication skills and analytical skills
  • Excellent public speaking skills and business development skills
  • Excellent project management skills
  • Strong capability in use of computer applications including MS Word, Excel, PowerPoint
  • Capability in the use of project management applications such as MS Project or Primavera

Qualifications

  • BS in Civil Engineering, Urban/Transportation Planning, or related field
  • 15+ years of progressive technical experience in transit planning/engineering and implementation of bus and rail transit improvements, with at least 10 years of project management experience
  • PE licensure or AICP Certificate
  • Demonstrated and progressive relationship with NY-area clients including NYCT, MTA, LIRR, Metro-North, NJ TRANSIT, and PATH
  • Demonstrated knowledge of federal and state transportation regulations and programs
  • Proven ability to manage a multidisciplinary team of engineers, planners, and scientists
