Senior Environmental Planner

Department: MA-Environmental
Location: Boston, MA

VHBs Boston office is providing an opportunity for a senior-level Environmental Planner specializing in the Entitlement Permitting process to join our Urban Permitting Team. This dynamic team specializes in guiding clients through the critical Entitlement Permitting stage for complex high-profile development projects in urban areas, such as Boston, Cambridge, and Somerville, as well as across Massachusetts.

VHBs passionate professionals include engineers, scientists, planners, and designers who partner with public and private clients in the transportation, real estate, institutional, and energy industries, as well as federal, state, and local governments.

VHBs growing Boston Urban Permitting Team is active on a wide range of top profile projects, including large-scale mixed-use, waterfront development, institutional projects, and municipal planning/policy. The successful hire will manage projects requiring compliance with either the City of Boston permitting (Article 80) and development review processes in other cities and/or towns, State permitting through the Massachusetts Environmental Policy Act (MEPA), and other state and federal approvals. Experience with Chapter 91 Waterways regulations, wetlands permitting, climate change resiliency policy and compliance and sustainability efforts is a plus. The Environmental Planner will also be responsible for assisting in proposal and contract preparation for new work, as well as project management tasks, such as invoicing and budget tracking. The Environmental Planner may also be involved on pursuits and other business development opportunities with clients in the public and private sectors.

Responsibilities

  • Managing and/or participating in the preparation of Boston Article 80, MEPA, NEPA, and similar development/environmental impact review documentation
  • General project and filing timeline management and coordination
  • Providing oversight, direction, management, mentoring and ongoing open communication to staff
  • Attending, participating, and leading (in some cases) client and team meetings
  • Attending and participating in public meetings and hearings
  • Preparing/coordinating MA Chapter 91 license applications and similar technical permits
  • Involvement in proposal preparation and business development

Skills& Abilities

  • Excellent verbal, written, and interpersonal communication skills
  • Team-oriented with strong capability to motivate others
  • Must be a highly motivated self-starter
  • Must demonstrate superior ability in collaborative problem solving with stakeholders, clients, and teammates
  • Experience with presentations before reviewing agencies and community boards
  • Project management skills, including invoicing, budget management, and client communication

Qualifications

  • BS/BA in Urban Planning, Environmental Planning, Environmental Science, or related field (Masters a plus)
  • 7+ years of professional environmental planning/consulting experience
  • MEPA and/or Article 80 compliance experience
  • Experience in Chapter 91, and other environmental regulations
  • Experience in business development/proposal writingand preparing contracts
  • Experience with public presentations and public hearings
  • Relationship with regulators a plus
